It also defines a "high-performance AI" compute threshold, described as roughly ten times the EU AI Act's general-purpose-AI compute threshold. At least a one-year grace period runs from 22 January 2026, with fines deferred except for serious cases, and a foreign AI provider whose system affects Korean users faces a domestic-representative requirement (as published — confirm current requirements with your adviser).
