As published by the Serbian government's e-Otpremnica service, Serbia's Law on Electronic Waybills (Official Gazette of the Republic of Serbia 94/2024, amended in 109/2025 and 80/2026) and the Regulation on Electronic Waybills (21/25) apply from 1 January 2026. As published, the first obligations from that date cover the public sector and private-sector movements of excise goods (tobacco, coffee, alcohol and petroleum derivatives). Movements of non-excise goods where both sender and recipient are private-sector are listed from 1 October 2027. That second date is announced, not in force, and the Law has already been amended twice, so treat it as provisional. The waybill must be sent no later than before movement of the goods begins, and transport operators present it at inspection. The official FAQ also lists exemptions, among them retail sales with fiscal receipts and internal transfers within a single public-sector entity, so whether a given movement is in scope is a question for your adviser (as published — confirm current requirements with your adviser). The government announced a six-month period with high tolerance for unintentional data errors in inspections.

What changes in this market

As published, a state-registered electronic waybill has to exist before the goods start moving, and the recipient side has its own receipt record in the same system. For a warehouse, that moves a document step from after dispatch to before dispatch: the pick, pack and load must produce data that is complete early enough to be sent, and the receiving dock must be able to record what arrived against the waybill.

Why the global WMS page and the Belgrade hub are not enough

The global WMS page describes the product in general terms, and the Belgrade hub covers the market across services. A waybill that must be sent before movement begins changes the order of work at the dispatch bay, which a generic WMS scope does not address. The relevant movements also depend on goods type and on who the sender and recipient are, so the system should show what is in scope instead of treating every movement the same.

What LATYNEX configures

What stays with you and the authority

Registering with the e-Otpremnica service, sending and confirming waybills, the decision whether a movement is exempt, the content of each waybill and every dealing with the Serbian authorities stay with you and your adviser. We give the warehouse team cleaner inputs; we do not send or confirm waybills for you.

What needs API support or custom scope

As published, the service provides technical API documentation, an XML usage guide, UBL sample files and a demo environment. LATYNEX has no e-Otpremnica or ePrijemnica integration built. Any exchange with the service, or with your ERP or accounting system, is scoped per project, after technical review, and current terms are confirmed at that point. Some systems will need custom scope.

What we do not do

LATYNEX is not a transport operator or a service provider registered in the e-Otpremnica system, does not certify that a movement or record meets the Law, and does not give legal, customs or tax advice. This page states no penalty or fine amounts and makes no claim about cross-border movements, which the sources above do not address. LATYNEX has no Belgrade office, entity or local team, delivery is in English only, and this page names no client. The WMS is a reusable foundation configured and integrated for your operation, not a finished self-service product.

Can it replace our current dispatch documents?+
